Despite having to spend weeks attempting to track down 'Mischief', she was discovered within a very unexpected location; the house of Lady D'Gar. Apparently she operates as an informant of House D'Gar and it would seem that all information would lead to Kiran of the Swaggers Inn being behind the atrocity at the Mill.

Key points discovered:
Kiran's aim is to continue to exaggerate and accelerate tensions between Yew, Cove and Vesper.
Despite being wanted in both Vesper and Cove, Mischief regularly reports to Escaflowne of Vesper and Raiden Morana of Cove.
One of Kiran's men behind what occurred at the Mill is known as 'Kas Valentine', a Covian guardsman.
Jackal Verilax is also one of Kiran's thugs.
Mischief resides in Cove despite being wanted both there and Vesper.
Apparently Raiden Morana is aware of how Kas Valentine and Olchafa Serpernt were involved in the incident yet remain free and uncharged, suggesting that Morana is also somehow part of this.

We will continue to investigate her claims and whilst her guilt remains in doubt, she is still wanted in Yew and as such any opportunities to apprehend her should be taken.
